China to import more gas from Russia amid winter energy shortage

China’s state planner has revealed plans to increase liquefied natural gas imports from eastern Russia to generate heat as a strong cold spell prevails in large parts of the mainland.
Authorities would import 10 million cubic meters of extra gas per day from pipelines in eastern Siberia and instruct local gas enterprises to ensure sufficient supply to residents, the National Development and Reform Commission said on Monday.
Earlier, provinces including Hunan, Jiangxi and Zhejiang capped power consumption while Guangdong experienced a mass outage.
Temperatures on Monday dropped by as much as 8 degrees Celsius in central and eastern China and by 12 degrees further up north as a cold snap affected the country.
The commission sought to address concerns over fuel shortfalls across the mainland, saying measures were in place to ensure residents had sufficient heat throughout the winter.
It said Hunan, Jiangxi and Zhejiang were gradually restoring normal power supplies. Coal reserves in key power stations in the provinces could support 18 days of use at average levels.
Shanxi, Shaanxi and Inner Mongolia had also been told to step up coal production to meet energy demands, the commission said.
Authorities would also monitor price scalping by power companies more closely as a way to stabilize electric prices, it said.
