China earmarks demand-side reform and tackling monopolies in 2021 economic growth targets

Expanding domestic demand and tackling monopolies will be at the forefront of China’s economic work, according to a top decision-making body of the Chinese Communist Party.
The new goals were unveiled at a meeting by the Politburo on Friday. It was also the first time the body has mentioned demand-side reforms as one of the policy focuses, alongside anti-monopoly strategies, expanding domestic demand, preventing debt risks and promoting a stable and healthy housing market. China will strive to keep the economy’s growth “within a reasonable range” next year, the 100th anniversary of the ruling Communist Party, according to state news agency Xinhua.
The demand-side reforms would mean a need to form a high-level dynamic balance, in which demand would drive supply while supply would create demand, to improve the overall effectiveness of the nation’s economic system, Xinhua said.
China’s economic growth strategies have traditionally focused on supply-side structural reforms, first announced by President Xi Jinping in 2015, which had several core objectives such as cutting excess industrial capacity and reducing property inventories.
China will also focus on antitrust efforts to prevent “disorderly expansion of capital,” the Xinhua report said.
One Chinese scholar said Beijing’s vow to tackle monopolies was targeted at specific fintech companies that had expanded rapidly in recent years, monopolizing the market. Whatever actions the government will take against such businesses in the future will be closely monitored by the business community, the scholar said.
