Chinese Premier Li Keqiang’s street vendor economy policy hits more obstacles in Shenzhen

Chinese Premier Li Keqiang was facing further pressure, as the Shenzhen city was the next in line after Beijing to criticize his “street vendor economy policy,” deepening rivalry between Li and Chinese President Xi Jinping.
Li’s policy encourages people to start their own street stalls as unemployment hiked over the past few months under the coronavirus pandemic. However, the party’s publicity department — led by Xi’s political ally — was quick to slam Li’s policy.
After a recent commentary published by the Beijing Daily newspaper criticizing the policy, Shenzhen’s official newspaper on Monday also issued a similar article, saying that Shenzhen is a modernized international metropolis, and the policy should only be implemented when it was well thought through.
The article said that the street vendor economy policy may create jobs but it was not a solution to everything. Whether the policy may fit with the strategic transformation direction of the city and whether it can help the city with its disadvantages deserved deep thinking, and Shenzhen was clearly not a good fit for the policy, the article added.
The article then said managing a city should be as delicate as sewing an art piece, and emergence of street vendors may create hygiene, transport and city management issues.
Shenzhen’s GDP in 2019 was at 2.6 trillion yuan (US$3660 billion), representing a growth of 7% from 2018. The city ranked third after Shanghai and Beijing in terms of GDP, whilst its GDP per capita was at 203,000 yuan (US$28,600), which was the highest in the country.
Wang Weizhong, Shenzhen’s party secretary since April 2017, was not seen as a member of any Communist Party faction. But when celebrating the 40th anniversary of the opening up of Shenzhen in 2018, the Shenzhen official newspaper published high-profile headlines praising President Xi, raising eyebrows among readers.
