蘇格蘭通過法案　向所有婦女免費提供月經生理用品

    蘇格蘭議會日前通過法案，將向全國女性免費提供月經生理用品，成為全球首例。法案草擬人、蘇格蘭工黨議員連儂（Monica Lennon）表示，通過法案反映議會重視性別平權，是蘇格蘭政府捍衛月經尊嚴的里程碑。
    在跨黨派全體議員支持之下，蘇格蘭議會周二（25日）以 112 票贊成、0 票反對，通過《蘇格蘭月經產品免費提供法案》（Period Products (Free Provision) Scotland Bill）的首階段，令蘇格蘭成為全球首個國家，向女性國民免費提供月經生理用品。目前法案已進入下一階段，議員將可提出修正案。
    根據法案，社區中心、青年中心及藥房等指定的公共場所，將會免費提供衛生巾及衛生棉條，每年估計將會花費 2,410 萬英鎊（約 2.4 億港元）。當議會審議草案時，支持者在會場外集會，舉起寫上「獲提供月經生理用品是種權利」、「捍衛月經尊嚴」等標語。此前，蘇格蘭女童軍及工會「團結聯盟」均對法案表示支持。

    2017 年，蘇格蘭工黨議員連儂首次提出法案。她在會上表示，通過法案是蘇格蘭將月經議題「正常化」的里程碑，向蘇格蘭國民傳遞，議會極為重視性別平權的訊息。
    蘇格蘭綠黨議員約翰斯頓（Alison Johnstone）稱，女性因天生的生理機能，而遭受財務方面的懲罰是「不公不義」的事情，「在 2020 年，廁紙被視為必需品，為何月經生理用品卻被認為是非必需品？」。

    相較英國和其他國家，蘇格蘭自 2018 年起已開始先導計劃，向低收入家庭、中學生及大學生免費提供月經生理用品，領先全球。
    根據 2018 年有關「月經貧窮」（Period Poverty）的調查，英格蘭、蘇格蘭及威爾斯累計有四份一女性因沒能力購買月經生理用品，而不能上班或上學。在英格蘭及威爾斯，當局目前已在中小學免費提供生理用品，以求學生不會因無力負擔生理用品而缺學。
    現時在英國購買月經生理用品，消費者仍需付出 5 ％ 稅頂。在卡梅倫（David Cameron）年代，政府曾試圖終結「衛生棉條稅」（tampon tax），但礙於歐盟規定，某些產品必須徵稅而未有推行。英國政府於 2016 年曾宣布將減免此稅項，不過至今仍未實行。
