中歐互相制裁　關係陷僵局　歐洲議會煞停中歐投資協定審議會

    歐盟 22 日宣布就新疆人權問題制裁四名中國官員及新疆生產建設兵團公安局，中國隨即反制，制裁十人及四個實體，事件令中歐關係陷入低點。歐洲議會臨時決定取消原定派周二（23日）簽署《中歐投資協定》的審議會。
    《美國之音》報道，歐洲議會國際貿易委員會副主席居拉（Winkler Gyula）當地時間周一在電郵指，鑑於歐盟與中國關係今天的最新發展，尤其是中方的制裁令人無法接受，歐洲議會決定取消週二關於簽署《中歐投資協定》的審議會。他在 Twitter 表示，自己全力支持被中方制裁的歐洲議會議員及機構，又指「歐盟不論在內部、全球層面都講求價值觀和原則。」

    美國全國廣播公司（CNBC）報道指，漸趨緊張的歐中關係可能會危及《中歐投資協定》。中方的反制，引來多名歐洲議會議員表示，他們將不會批准《中歐投資協定》。歐洲議會第二大黨社會主義者和民主人士進步聯盟議員馮安蘭（Kathleen van Brempt）指，中國取消對歐洲議會議員的制裁是與中方商討《中歐投資協定》的前提條件。
    其中一名被中方制裁的德國綠黨議員彼蒂科菲爾（Reinhard Bütikofer）在 Twitter 上指，在中國實施制裁「懲罰言論自由」後，不再可能批准協議。

    另一名被中方制裁的歐洲人民黨黨團萊克斯曼（Miriam Lexmann）亦表示，如果中國繼續採取這種應對措施，反映它對成為合作夥伴不感興趣，而是想做破壞基本價值觀及原則的系統性競爭對手。

    If China continues with this kind of response it will make clear that it is not interested in being a partner but rather a systematic rival that undermines fundamental values and principles that are conditio sine qua non for any cooperation

    中國政府近年在新疆設立「再教育營」關押大批維吾爾族人，歐盟宣布制裁四名中國官員。中國隨即反擊，外交部宣布制裁十人及四個實體。被制裁的包括歐洲議會議員彼蒂科菲爾、蓋勒、格魯克斯曼、庫楚克、萊克斯曼，荷蘭議會議員舍爾茨瑪，比利時議會議員科格拉蒂，立陶宛議會議員薩卡利埃內，德國學者鄭國恩，瑞典學者葉必揚，四個機構組織包括歐盟理事會政治與安全委員會，歐洲議會人權分委會，德國墨卡託中國研究中心，丹麥民主聯盟基金會。
