Important message from Chairman of Council
Dear colleagues, students, alumni and friends,
Of late there have been a lot of concerns about the University of Hong Kong in relation to the appointment of a Pro-Vice-Chancellor (Academic Staffing and Resources) among staff, student and alumni, and also members of the public. Many of the points raised may not reflect the actual facts and therefore could be misleading. Although I sent a message to explain in details on July 27, 2015, it appears that the message has somehow escaped the notice of many. I am therefore reissuing that message as Chairman of Council to again point out the true facts, and at the same time to highlight a few salient points.
The post in question is a re-establishment of a former post (PVC (Staffing)) left vacant for some 5 years, with a different and specific portfolio – “to assist the Provost and Deputy Vice-Chancellor (DVC) in areas relating to academic staffing”.
DVC and each PVC are selected by a Search Committee on a global basis. On completion of the task, the Search Committee makes a recommendation to Council which is the appointing body. For the post in question, the Search Committee was only ready to make a recommendation to the Council in June 2015.
The Council’s decision to defer the discussion on the recommendation of the Search Committee, and to seek the views, as a matter of courtesy, of a new DVC was based on: the specific portfolio of this PVC, and the understanding that a provisional name of the new DVC might be known as early as in August.
Finally I would like to stress that Council Members are trustees of the University, and their decisions must be based on the best interest of the University, unwaivered by pressure or persuasion.
I would also appeal to concerned parties not to disrupt future Council meetings so that the Council can discharge its responsibilities properly.
My message to you on July 27, 2015 can be found at http://www.cpao.hku.hk/temp/council/MessagefromDrCHLeong.pdf
