I dont hv much to respond in fact, but if there is one thing i could point out
With all due respect to Litton LJ, I don't think suing the HK chief executive is something to be proud of, and I definitely won't put this in my CV, I think I would have sth more worthy to put in
And since I was in secondary school, I was taught that under separation of powers and checks and balances, by way of judicial review, the judiciary is checking on the executive. If the court is not the party who can quash a defective decision of the executive- which i think there could be no dispute on CE's role in the consultation on constitutional reform, who is to have that power?
