我們非常關注近日社會上針對香港難民的不盡不實、不負責任之言論。這些言論煽動香港市民對難民及少數族裔的恐懼和敵意，令原本多元的香港社會日漸撕裂。若任由這些負面標籤和仇視心態繼續放任，只會令香港市民的排外情緒及社會撕裂越趨嚴重。

我們實在不忍心香港的和諧繼續受到踐踏，不能讓難民及少數族裔議題繼續被誇大，亦不應把對任何一個群體的歧視合理化。我們懇請社會各方冷靜下來，不要訴諸恐懼，應理性地面對難民及少數族裔議題，並就問題尋找適切的出路及解決方法。

我們明白社會關注尋求庇護申請的上升趨勢，審核機制明顯地遭到某些人士濫用，政府固然須正視這種情況，我們也促請各方實事求是，客觀理解事情脈絡。實情是，香港的難民人口並不多，並沒有所謂的難民危機，當局無須訴諸非常手段以「解決」問題。反之，我們需要正視香港政府「統一審核機制（Unified Screening Mechanism, 簡稱USM)」的不足之處，實應加快審核程序，方能治本。這些問題複雜，我們需要的是理性討論，尋找建設性的解決方法，而非訴諸流言蜚語、互相指責。

社會上有些意見，例如退出聯合國《酷刑公約》或設置難民營等，不僅倉猝草率，更違背國際法律。香港若退出《酷刑公約》，非但無法解決難民目前所面對的困境，反而將每一位香港人免予不人道、武力或殘忍待遇的人權保障一併犧牲。因此，我們務必捍衛和尊重國際法律。香港作為現代國際社會的一員，享有尊重文明社會的價值和責任的聲譽，退出《酷刑公約》等同逼使香港這國際都會尷尬後退。

同樣地，設置難民營，把難民拘留是個苛刻且無必要的做法，一來浪費公帑， 二來不過將問題抽離社會實況，亦只會對一群已經處於弱勢的群體造成嚴重的傷害。世界上不少例子反映設置難民營把難民拘留的種種問題，聯合國難民署亦一再對各國設置難民營表示高度關注。

我們不容訴諸恐懼和短視近利的政治，侵蝕香港的人權與法治。我們不能對難民和少數族裔和負面描繪坐視不理。因此，我們呼籲社會各界，包括香港政府，一起合作，停止種族歧視及抹黑。
