脫歐恐釀文化災難　英國藝術界安已不

    英國上星期四舉行的「脫歐公投」，公投結果震驚國內外政經組織，也叫當地的藝術文化機構憂慮，英國離開歐盟將造成孤立形勢。部分藝文工作者更形容，「脫歐」的決定猶如「惡夢」和「災難」。
    流動，是藝文界別的重要元素。無論是人才、資本，還是無形的思想交流，英國與歐陸地區向來密切。歐洲是英國最大的創意工業出口市場，佔整體輸出量的 56%。

    早在公投之前，藝文界別曾多次舉行相關的意見收集調查。國際藝術市場專業顧問網絡 (The Professional Advisors to the International Art Market, PAIAM) 的會員中，79.8% 支持「留歐」，而「創意工業聯盟」 (Creative Industries Federation) 的意向調查，更高達 96% 的會員傾向「留歐」。業界人士主要憂慮，一旦英國「脫歐」，將窒礙跨地域交流。
     

    There is more that connects us than divides us. The EU is not a faceless machine. It is the representation of 508 million people. The EU proposes laws and decisions based on the input from 28 member countries. Each and every law will be voted on by the European parliament. Without the majority in the democratically elected European parliament no legislation goes anywhere. I share concerns about the trade agreement TTIP, but I was satisfied to hear that the EU parliament already in 2014 drew up a resolution outlining a number of red line issues, that have to be fulfilled / sorted out before TTIP would be agreed. The much talked about USA investor protection clause is one of them. TTIP can be a force for good, free trade between the two largest free blocks in the world - the US and the EU. If the US don't agree to drop the investor clause in it's current form, the democratically elected EU parliament will simply throw TTIP out.     「脫歐公投」結果上星期五公佈，以 51.9% 對 48.1% 的比例通過「脫歐」的決議，隨即造成當地藝文界的震盪。部分藝術家將憂慮化成平面作品，發佈於社交網絡平台，另一方面當地媒體亦訪問多間藝文機構，業界人士普遍對公投結果感到不安。

    視覺藝術方面
    總部設於英國的蘇富比拍賣行預期，經濟波動將於短期內稍為影響公司財政，但長遠而言，仍有信心面對「脫歐」造成的環境改變，甚至認為英鎊匯率偏軟，或有助刺激國際賣家對倫敦藝術市場的興趣。另一英資拍賣行，佳士得則強調「業務如常」，未來數月將與政府密切跟進情勢，並相信交易可望持續上揚。
    國際藝廊 David Zwirner 倫敦分部的高級合夥人 Angela Choon 形容，「脫歐」消息令人震驚。她認為目前評論「脫歐」對業務造成的影響是言之尚早，但期望英國能夠保持與歐洲及其他地區的經濟聯繫。英國國家藝術基金會 (Art Fund) 總監 Stephen Deuchar 也發表聲明，擔心「脫歐」可能對博物館及藝廊可能造成的震盪表示關注。

    表演藝術方面
    英國國家劇院總監 Rufus Norris 重申，交流是藝術發展之本，強調「脫歐」不會影響劇院與歐洲及世界各地團體的合作，又認為公投結果雙方票數接近，藝術需要更大努力修補社會撕裂。倫敦劇院 Sadler’s Wells 行政總監 Alistair Spalding 則形容，「脫歐」猶如「惡夢」，擔心日後為國外表演者，申請工作簽證時將造成極多行政工作。
    團員來自十四個國家的曼徹斯特 Halle Orchestra，其行政總監 John Summers 表示，「脫歐」儼如「災難」，長期而言更可以說是「藝術隔離」。他感嘆，音樂本來是國際語言，藝術相關的交流，不應受到地域限制。
