She said that when laws are put in place to guard against treason, secession and sedition, such legislation will not undermine the city’s core values of freedom of speech and assembly.
Asked if even independence-advocates would be afforded such protection, Lam answered “I have to because that freedom and human rights and so on, are also enshrined in the Basic Law. To do one thing in accordance with the Basic Law but then running the risk of breaching another provision in the Basic Law is not something that I would go for.”
